Industrial symbiosis does not have to remain limited to exchanges between a few companies. With coordination, technical support and practical tools, it can become part of a wider territorial strategy. Chihuahua Green, in Mexico, shows how.
From a local pilot to a statewide programme
Launched in 2024, Chihuahua Green helps companies across the state move towards a circular, low-carbon economy. It evolved from Chihuahua Green City, a municipal pilot funded by the Delegation of the European Union in Mexico and developed with technical support from INSET partner Símbiosy.
The pilot mapped companies and resources, identified synergies and supported their development. Its experience led to three facilitating offices: Chihuahua Green City, Poniente 2050 and Juárez Circular Hub. Together, they have the potential to reach around 100,000 companies.
More than matching resources
Identifying a possible exchange is only the beginning. Companies also need training, technical assessment and continued support to turn opportunities into viable projects.
Chihuahua Green combines facilitation with digital tools. The SYNER Platform identifies synergies, Chihuahua Eco-Market enables resource exchange and SYMTRACK monitors projects and their impact. The programme also offers emissions assessment, training and the OASIS sustainability certificate.

Chihuahua Green demonstrates how mapping, facilitation, technology and public-private cooperation can work together. It also highlights the need for professionals capable of engaging companies, coordinating stakeholders and guiding opportunities towards implementation.
