The EU’s Circular Economy Act consultation closes this week. INSET eagerly awaits the results, which could shape Europe’s shift toward circularity and boost industrial symbiosis across enterprises.
The public consultation on the European Commission’s upcoming Circular Economy Act is closing this week, on 6 November 2025. This marks a decisive moment in shaping one of the EU’s most ambitious frameworks to boost circularity, resource efficiency, and competitiveness across Europe.
Launched in August 2025, the consultation and Call for Evidence have invited enterprises, policymakers, and citizens to contribute their perspectives on how to accelerate the transition to a fully circular economy. The responses collected will inform the Commission’s impact assessment and guide the drafting of the final proposal, expected for adoption in 2026.
The forthcoming Circular Economy Act aims to create a Single Market for secondary raw materials, strengthen the supply of high-quality recycled resources, and stimulate demand for them across the EU. It will also align with key European initiatives such as the Competitiveness Compass and the Clean Industrial Deal, supporting the goal of doubling Europe’s circularity rate by 2030.
For INSET — Industrial Symbiosis for Enterprises and Training — this legislative milestone is especially meaningful. The Act could play a decisive role in facilitating industrial collaboration, encouraging companies to share materials, energy, by-products, and knowledge in ways that transform waste into resources and enhance regional resilience and innovation.
“We are eagerly awaiting the results of the consultation,” says the INSET coordination team. “A strong and ambitious Circular Economy Act could empower enterprises to embrace industrial symbiosis at scale, turning collaboration into a cornerstone of Europe’s sustainable future.”
As the consultation closes, the INSET team reaffirms its commitment to supporting enterprises and training providers in building the skills, digital tools, and collaborative networks needed to make the circular economy a reality.
The outcomes of the consultation will be closely followed by INSET and its partners, who see in this legislative process a unique opportunity to align policy, practice, and education toward a shared goal: a more sustainable, interconnected industrial ecosystem in Europe.
